Public Power Innovation: Inside Manitowoc Public Utilities’ Refuel Renewable Project

On the latest episode of The Electric Wire podcast, a publication of the Customers First Coalition, we explore how public power innovation is helping keep electricity reliable, affordable, and sustainable in Wisconsin.


Host Kristin Gilkes is joined by Troy Adams, CEO and General Manager of Manitowoc Public Utilities, along with Tyler Vorpagel of Municipal Electric Utilities of Wisconsin, to discuss MPU’s Refuel Renewable Project—an innovative initiative that is transitioning Boilers 8 and 9 to run on 100% Wisconsin-recognized renewable fuel pellets.


This project stands out because it addresses some of the biggest challenges facing the electric industry today: cost control, grid reliability, environmental responsibility, and local economic development.


Unlike intermittent renewable resources, the Refuel Renewable Project provides dispatchable, baseload power, meaning the utility can generate electricity when it is needed most. This helps maintain grid reliability while still moving toward renewable energy goals.


The project also creates significant local benefits. The renewable fuel pellets are made from waste wood and other landfill-diverted materials, turning waste into a valuable energy resource. This supports local jobs, reduces landfill use, and keeps energy dollars in the community.


The conversation highlights how public power utilities like Manitowoc are uniquely positioned to pursue innovative, community-focused energy solutions that balance reliability, affordability, and sustainability—all while maintaining local control and accountability.
